Although the Chinese economy is growing at a very high rate, there are massive social dislocations arising as a result of economic restructuring. Though the scale of the problem is huge, very few studies have examined the changes in income inequality in the late 1990s due to a lack of data on household incomes. Based on extensive original research, this book redresses this imbalance, examining the issue of unemployment and the problems it has brought for the people of China. Investigating the market outcomes in post-reform urban China, the book focuses on the relationships between unemployment, inequality, and poverty. The purpose of this study was to provide a descriptive profile of the special education teachers in the SASS:04 sample and to examine how the qualifications of special education teachers varied among K-12 public schools according to the urbanicity or proportion of students in poverty within a school. Variables related to teacher qualifications, demographic characteristics, teaching positions, and school characteristics were identified from the 2003-04 Schools and Staffing Survey database. Descriptive bivariate statistics and logistic regression analysis were used in this study.;The findings demonstrated statistically significant differences in the qualifications of special educators among many of the subgroups analyzed. The analysis by demographic characteristics revealed that minority group members, younger special educators, and male special educators were less qualified than other special education teachers. Inspection of qualifications by school level and teaching assignment also found statistically significant differences. The investigation of the qualifications of special educators by poverty quartiles and by urban areas revealed a statistically significant relationship between qualifications and the type of school analyzed.;The findings emphasize the need to provide targeted interventions to promote supplying all schools with qualified special education teachers. Hunger remains a problem in Latin America. This thesis compares the approaches taken by Brazil and Venezuela to combating it, focusing on each country’s largest anti-hunger program: the Fome Zero program of conditional cash transfers to low income households in Brazil, and the Mision Mercal program of subsidized food in local public grocery stores in Venezuela. Both programs came about because Venezuelan President Hugo Chavez and Brazilian President Lula represent sectors of society long marginalized from the political process—the urban and rural poor who seek programs to reduce poverty and promote economic equality. Brazil chose its approach due to limited resources, the need to appease international capital, and a fragmented party system. Venezuela chose its approach because of greater access to revenue, reduced state capacity, and an ideology focused on developing an alternative to capitalism (the “Endogenous Model”) dependent on local social organization.
